Loi Macron (decree 2016-418) requires a national representative to be appointed in each of these cases.
The representative is the link between your company and the French authorities: labour inspectorate (DREETS), DGT and on-site checks. They forward the required documents (A1 certificates, SIPSI declarations, employment contracts translated into French), archive them for 18 months and reply to authority requests.
